Quacks like a City of London Plaque.Isn't a City of London Plaque.Border inscription is 'Spanish & Portuguese Jews' Congregation' - they're the lovely Bevis Marks Synagogue people.King Edward I issued an edict in 1290 expelling all Jews from England. The 'resettlement in 1657' referred to was after Oliver Cromwell permitted Jews to return to England.
