Donald Ray "Billy" Matthews was born October 3, 1907 in Micanopy. He graduated from the University of Florida in 1929, taught school in Leesburg and Orlando and served in the Florida House of Representatives in 1935. After serving in the United States Army during World War II, he was elected to the 83rd Congress in 1953 and served until 1967. After his Congressional career, he was a consultant and administrator for the Rural Community Development Service, United States Department of Agriculture, and an instructor of political science at Santa Fe Community College. He died October 26, 1997.
