In memory of the victims of the "Essex Witch Hunts" who were imprisoned in Colchester Castle. In the 16th and 17th centuries, over 200 women and men were held in the cells of Colchester Castle on charges of witchcraft. Many died while awaiting their trial. Much of the evidence was based on superstition, ignorance and hysteria. This plaque is placed as a memorial to them all and in the hope of an end to persecution and intolerance.

Behind this plaque stood Colchester's main workhouse built in 1836–37. It housed the town's destitute poor, numbering around 150, most of whom were elderly and gave overnight shelter to the wandering homeless. The complex of buildings, included work rooms, eating and sleeping accommodation, a laundry and a hospital, covered a 3.6 hectare site. From 1929 the Poor Law was replaced by a Public Assistance Board and in 1938 the complex became St. Mary's hospital, run after 1948 by the National Health Service. It closed in 1993. At this hospital, in 1950, Norman Sydney Mason removed gas cylinders from an area occupied by patients threatened by fire and burned himself in the process. He was awarded the British Empire Medal by King George VI and also the Carnegie Medal.

By the munificient gifts of Viscount Cowdray High Steward of Colchester, Member of the Borough in Four Parliaments (1895 - 1910) and of Viscountess Cowdray. This Castle together with the Holly Trees Mansion and its extensive grounds part of the Ancient Castle demense were aquired in 1920 and 1922 by the Corporation of Colchester. These splendid possessions for the permanent benefit of the townspeople were bestowed upon Colchester by Viscount and Viscountess Cowdray as "a tribute ot their affection for the borough" and enabled the opening up and construction of the main entrance to the Castle Park from Cowdray Crescent inaugarated by Viscount Cowdray on the 24th May 1923, the honorary freedom of Colchester was presented to Viscount Cowdray on 15th October 1919 and was also specially conferred upon Viscountess Cowdray on 19th October 1922.

This building which is listed as being of historic and architectural interest was erected as a bakery in 1698. Later records show that it was owned during the 18c by the Gilson's, a famous family of bakers. It was extensively damaged by fire which raged for three days over Christmas 1834 and destroyed many of its neighbours. The plaque of the borough arms on the gable end commemorates the restoration
